update_rate_nominal: 16-bit unsigned integer (position publication rate in multiples of superframes, maximum is 600, minimum is 1)
update_rate_stationary: 16-bit unsigned integer (position publication rate when node is not moving in multiple of superframes, maximum is 600, minimum is 1)
